This has caused many members to carry a balance that they may need assistance with in order to get their balance back to $0. PHEC is here to help as we return to normal business from the “disconnect for non-pay” moratorium. Due to the COVID-19 (Coronavirus) Pandemic, as of 3/18/2020 PHEC's offices are CLOSED to public access. You may pay your bill by draft, bank bill pay, phone, mail, or through the use of the drop box outside of our lobby. For payments left in the drop box please try to also include your payment stub or at least the name on your account and account number. Payment Plans Available
Budget Billing – Members are billed the same amount from January to December. In December, the budget amount is recalculated considering the debit or credit balance on the Members account and the past twelve months of actual usage.
Deferred Account Billing – This allows a Member to have a balance re-billed on future billings in manageable fixed amounts over a number of months, up to twelve months.
